Presentation TESK is a tradesmen and craftsmen organization that has been established to set and regulate economical and social formations of the society as it originated in relation to the “trade guild membership” formed in 12th century. Very basis of the tradesmen and craftsmen’s society sector’s modern organizational structure were first formed by means of a law that was passed, and then reached its current structure owing to the Tradesmen and Craftsmen Law numbered 507, that came into force in 1964. Finally, the tradesmen and craftsmen chambers’, unions, federations’ and confederation establishment and operational rudiments have been renovated according to today’s conditions by means of the Tradesmen and Craftsmen Occupational Organizations Law numbered 5362 that came into force on the date of 21/06/2005. About TESK As one of the most important non-governmental organizations of our country, The Confederation of Turkish Tradesmen and Craftsmen (TESK); while currently having country-wide organizational structure with its 13 Sector Occupational Federations, 82 Tradesmen and Craftsmen Union of Chambers and 3171 Local Occupational Chambers, it is the highest status occupational organization with its public institution property representing nearly 1.8 millions tradesmen and craftsmen members working through service and production sectors. All of its managers are assigned to their positions through democratic elections carried out by its members, and is managed by an administration board consisting of 15 persons. TESK safeguards the interests of its members, represents tradesmen and craftsmen domestically and abroad, and maintains its activities under today’s all kinds of developing conditions and for tradesmen and craftsmen every related necessary issues, by taking all the necessary actions at all kinds of platforms in order to establish unity between its affiliated tradesmen and craftsmen chambers, unions, and federations, in order to provide occupational needs of tradesmen and craftsmen and of their employers, in order to facilitate and organize their occupational activities, to provide them with the proper vocational training and to ensure their improvement according to that profession’s general requirements, to ensure the dominancy of correctness and trustworthiness through employers’ inter-relations and their relations with the public, and in order to preserve occupational discipline and moral values. TESK’S ACTIVITY AREAS: VOCATIONAL TRAINING; TESK, having the attribute of one of the biggest non-governmental organizations, it is the only voluntary vocational organization that undertakes important tasks and responsibilities in vocational training subjects. According to this purpose the following activities are performed; - Apprenticeship training is provided and an amount of share is allocated for this from their income. - In order to improve the tradesmen and craftsmen’ vocational training and to provide them with finance, the Found of Supporting and Improving Tradesmen and Craftsmen Vocational Training has been launched. - Training directorates are available within the body of organization units, in order to provide and improve training. - Workplace investigation and consultancy groups have been established under the TESK body, in order to improve the training quality provided. - Assistant, master, and craftsman certificate are given. - As having The Vocational Training and Technology Centers (METEM)-, in which the professional training is provided, established in order to help the tradesmen and craftsmen and small business’ and their employers’ occupational improvement and adaptation to new technologies, besides of providing complementary training for the young students since the deficiencies in their practical training occurs due to the inadequate substructures of workplaces, currently 16 METEM maintain their activities. LAWS AND REGULATIONS; The issues that have arisen primarily from the 5262 numbered law and its regulations, and also issues that caused from other related regulations, are examined according to the developing and changing conditions, and by preparing the suggestions for possible solutions, necessary actions are taken through the proper quarters. TRADESMEN AND CRAFTSMEN REGISTRY; As the “Tradesmen and Craftsmen Registry” being established within the borderlines of the provinces and in a way covering the provinces, registering and cancellation operations are carried out in order to the tradesmen and craftsmen records are saved properly and correctly. TAXES; Taxes, laws and regulations that are matter of tradesmen and craftsmen’ concerns are followed up, changes are announced, possible solutions to problems experienced are searched for, and necessary actions are taken through the proper quarters. Consultancy services are provided to aid tax related problems of the organization. SOCIAL SECURITY; Instructive studies are carried out to help tradesmen and craftsmen to be informed about their rights related to and liabilities for social security subjects, and by determining the problematic points in social security system, necessary studies are performed on behalf of the organization’s members. CREDITS-FINANCING; Informative studies are carried out explaining the current system in order the long-term solutions for the existing financial problems of tradesmen and craftsmen to be found, and necessary actions are taken both to provide them with access to credit or financial support they need to use, under the proper conditions, and also to achieve overall improvements in the related general conditions. EU AND FOREIGN RELATIONS; During the ongoing negotiations between EU and our country, acquis communitaire related to tradesmen and craftsmen are investigated, joint projects are entered into and performed, under the scope of EU programs, by inter-cooperating with equivalent organizations of other countries, and necessary opinions and suggestions related to EU subjects are submited to the legal authorities. TESK has been subscribed for International Artisans and SME organizations in order to improve competitive capacity of tradesmen and craftsmen and to enable them perform their activities in international platforms. Studies carried out by those organizations and other international organizations are participated. In the execution of those activities, extension of the tradesmen and craftsmen’ vision, implementation of the best practices and best model applications, establishment of innovative approaches are aimed. Developments and innovations that can be conveniently adapted into working conditions are followed, and related laws and regulations and model applications of other countries are investigated. SMALL INDUSTRY SITES: Formation of small sized industry sites are supported in order to solve the workplace problem of tradesmen and craftsmen, small-sized enterprises and enterprises working on similar sectors, and also in order to gather them within the same work-site to ensure them meet their needs easier and more economical ways and also in order to provide them with an environment equipped with new technologies that can be accessed easily this way. WOMEN ENTERPRISES: Studies are carried out in the large extent in order to enable women in our country to participate in the production processes and in order to cover them under the shelter of social security organization. Within this frame, as the project of developing women enterprise capacity by funded of EU has been implemented successfully, activities are maintained under the scope of available conditions. CAPACITY REPORT: Capacity reports that is required for activities and that should be submitted to the related quarters, are approved and documented covering the subjects such as machinery and installation, annual production capacity, calculations of capacity, annual consumption capacity information related to tradesmen and craftsmen enterprises in the trade, construction and service fields. PROTECTION OF CONSUMER RIGHTS: According to the authority granted by and liabilities obligated by Law and pertaining to the protection of both the tradesmen and craftsmen’s interests and consumer rights, and also in alignment with principle of fulfillment the liabilities, consumer claims are examined and evaluated within the frame of related laws and regulations. STUDIES RELATED TO PROJECT: For the purpose of helping the represented tradesmen and craftsmen, improve their ability to adapt to developing conditions and to improve their competitive and organizational capacity, projects have being prepared and incorporated studies have being executed under the scope of programs supported by primarily EU and by other international organizations.
CHAMBERS OF TRADESMEN AND CRAFTSMEN Those have been established in every province and district center by the inter-cooperation of at least 500 actively functioning tradesmen and craftsmen coming together, having the same or various occupations. They maintain activities pertaining to safeguarding its members’ interests, ensuring their improvement in their work field, and aiding them with the subjects they require. TRADESMEN AND CRAFTSMEN CHAMBERS UNION Totally 82 (as two of them being in Istanbul) actively functioning tradesmen and craftsmen Chambers Unions, to which tradesmen and craftsmen Chambers that are located within the same province are connected, are available and had established for the purpose of serving to our tradesmen and craftsmen. Their activities are oriented to ensuring solidarity between chambers, ensuring their improvement, and representing tradesmen and craftsmen with respect to their occupational interests. TRADESMEN AND CRAFTSMEN FEDERATION Currently 13 sector occupational federations are available established for providing the members of the tradesmen and craftsmen chambers of the same profession with their occupation-specific needs, and for ensuring their nationwide employments and improvements. The federations’ headquarter is located in Ankara. Innovations related to EC legislation applications and other enterprises are followed by the Association and cooperative projects are executed pertaining to the subjects that represented sectors require. • IACME- International Association for Small and Medium Sized Enterprises TESK is a member of the Association and has been on the vice-chairmen duty in management of the Association, which its headquarter is located at Geneva. Studies are performed on the tradesmen and craftsmen and SME subjects and cooperative activities are carried out among its members. TESK’s CLOSE CLOSE COOPERATION AT NATIONAL LEVEL • ZDH (German Craftsmen Central Union) • APCM (French Artisans Permanent Assembly) • CONFARTIGIANATO (Italian Artisans Confederation) • ZRP (Poland Artisans and Small Enterprises Association) • Morocco Kingdom Artisans Chambers Federation TURKEY RESEARCH AND BUSINESS WORLD ORGANIZATIONS-PUBLIC-PRIVATE SECTORS PARTNERSHIP (TURBO-ppp): TURBO-ppp was established in 2003 as KOSGEB (Small and Medium Industry Development Organisation), TUB‹TAK (Turkey Scientific and Technological Researches Organization), TOBB (Turkey Chambers and Stock Markets Union) and our Confederation constituting a one party as a whole, for the purpose of harmonizing SME’s and Business Enterprises’ policies with that of science and technology, in order to improve the competency capacity and to transmit the methods of joining to EU and methods of good implementations to the business world, and to play an active and effective role in the international platforms. Execution of studies are maintained by TURBO in cooperation with EU organizations since the date of its establishment, on the subjects pertaining to activity areas of the organizational parties, investigations are carried out on the necessary subjects and informative declarations related to the EC legislations and programs are made. TURBO represents organizational parties with respect to their activity areas through the European Commission and through the other EU organizations. It makes a good contribution, under the scope of the EU programs, to the project studies of the organizational parties and targeted sectors they represent. Its studies are evaluated and guided by the Coordination Committee consisting of the representatives of one per each organizational party in Ankara. |
